Blocked Drains & CCTV in Blackburn

Blackburn blocks more than most suburbs I work in, and there's a straightforward reason. Most of the housing here went up after the Second World War, which puts the original sewer runs at seventy-odd years old. Sitting above them is some of the heaviest tree cover in Whitehorse — the suburb has held onto its canopy through decades of planning controls, and it's genuinely lovely. It's also a root system looking for water.

Old jointed pipe plus mature trees is the classic root intrusion profile. The roots don't break in; they find a joint that has moved a millimetre or two and grow through the gap.

Before anyone digs in Blackburn, check the tree rules

This is the part that catches people out, and it's specific to this suburb.

Blackburn sits under Significant Landscape Overlay controls — including the areas Whitehorse names as Blackburn Areas 1 and 2, Walker Estate and Blackburn Early Settlement. Under those controls a permit is required not only to remove or lop a protected tree, but for any works within four metres of one.

Excavating to expose a sewer line is works. So if your blocked drain runs near a protected tree — and in Blackburn a great many do — a contractor who turns up and starts digging may be putting you in breach of the planning scheme, not just making a mess of your garden.

I'd rather find that out with a camera than with a shovel.

Why I put a camera down first here more than anywhere else

A CCTV inspection tells us three things that matter before we choose a method:

  • Where the blockage is, to the metre

  • What it is — roots, a collapsed section, a belly holding water, or just fat and wipes

  • Whether the pipe is sound enough to reline rather than replace

In a suburb with four-metre works rules, no-dig relining stops being the expensive option and starts being the sensible one. You keep the tree, you keep the permit process out of it, and the repair lasts.

What a Blackburn job usually looks like

Clear the blockage first so you have a working toilet tonight. Camera the line properly once the water's away. Then a conversation about what we actually found, with the footage, before anyone quotes a repair. If the answer is "it's fine, that was a one-off", I'll tell you that too.
